I don't see the frame at all, but that's because I access the boards directly instead of going in thru the main board.

The frames on some sites I've found in my 11 years on the internets have been more or less broken or just a general pain in the ass.

Is it possible in kusabi source to disable the frames perm. from an admins POV?

Sorry, we have some idiot (or idiots) who mass-spam(s) multiple boards over and over - this has been going since the old AnonIB. That is all.

The site's blocking a shitload of proxies now which is going to block 99% of this site's userbase. With all the v& and hacker drama surrounding this site (and Anon-boards in general) it's pretty advisable to use a proxy so preventing people from doing so, especially at the start of the new site, is gonna scare off a loooooot of people. Not good for revenue and not good for the boards. It's clearly not stopping the spammers either.

Well the thing with squid proxies is they are so common, a lot of people are forced to use them by their ISP or at work.

In my case I can get around my work firewall by tunneling through SSH to my colo box and using Squid, but that's all moot if they keeping the ban on squid proxies.

If you are already using SSH to tunnel why not just setup SSH to be a dynamic proxy? Your server will not cache the requests with a long expires, but your browser should. Also, if you run your own squid then you can configure it to not send the headers that identify it as a proxy. It is not like the site is using p0f or anything...
