From a universal perspective, no - nature knows no good or evil.
However, the words to exist, and do have actual meanings. Trying to claim that there is no good because it only exists on a perception level is no different from saying there is no "funny", there is no "clever", there is no "hope", there is no "sad", etc.
They're all, like "good" and "evil", human perceptions, triggered by electrochemical reactions in our brain. Our perceptions do exist, wether recognised by nature or not. That's one of the great things about being a sentient race - we decide what exists in conscious states.
This being said, because they're purely concious concepts, and we don't have a hive brain, an individual's perception of good and evil (like funny, sad, etc) can differ from anothers. Both are right.
Most indivuals will see this guy as evil. That's a human perception, not a state of nature. Pretending your brain doesn't exist is.. well.. self-fulfilling.
